that a giant scoop on the rear of the car is going to catch air, or that a hole in it will help. He's not claiming it adds downforce or anything like that so I don't see the problem with it. Additionally a wind tunnel is not the end-all-be-all for aero testing. Ferrarri is one of the few companys with access to a full size/speed rolling road wind tunnel that can actually get up to applicable speeds, 99.9% of all race teams have zero access to such equipment, they use accumulated knowledge and test new theories on the track with linear potentiometers to measure spring compression, or using fluid dynamics analysis, or by taping little ribbons all over the car. My point is just that even the biggest names in aero are not always able to quantify their products in a wind tunnel.
